Bio

Irwin L. Hunt graduated from the U.S. Military Academy in 1899, and subsequently served in Puerto Rico and the Philippines.

In May 1918, he joined the American Expeditionary Force in France and fought in the Second Battle of the Somme. With the signing of the Armistice on 11 November 1918, Colonel (COL) Hunt was assigned to the newly created U.S. Third Army headquarters as Officer in Charge of Civil Affairs, American Forces, Germany, in Coblenz (now Koblenz). He directed military government/civil affairs operations in postwar Germany.

COL Hunt’s legacy is the production of American Military Government of Occupied Germany: 1918-1920. This detailed but readable account of the Third Army Civil Affairs missions received wide dissemination. ‘The Hunt Report,’ became the military government textbook at the Army War College and the CA School during World War II.

COL Hunt is best described as the ‘Father of Modern U.S. Army Civil Affairs.’
