A resident of Green Lane, Pennsylvania, Lieutenant Colonel Mark P. Phelan died 13 October 2004 when an improvised explosive device detonated near his vehicle in Mosul, Iraq.

On graduating in 1983 from West Chester University, Phelan was commissioned as an Armor Officer. He later joined the U.S. Army Reserve and became a Civil Affairs Officer assigned to 416th Civil Affairs Battalion, Norristown, Pennsylvania.

LTC Phelan had extended his tour of duty in support of Operation IRAQI FREEDOM to work with 443rd Civil Affairs Battalion, Warwick, Rhode Island, at the time of his death.
